BACKGROUND On August 26, 2021, the Court received Plaintiff Ronald Lee Adams’ (“Plaintiff”), proceeding pro se and in forma pauperis (“IFP”), Complaint (“Complaint”) under 42 U.S.C. § 1983 (“§ 1983”), alleging violations of his civil rights.
