On September 25, 2024, pro se Petitioner Michael Robinson (“Petitioner”), a California state prisoner presently confined at High Desert State Prison in Susanville, California, filed a Petition for Writ of Habeas Corpus by a Person in State Custody (“Petition”) pursuant to 28 U.S.C. § 2254, alleging one ground for habeas relief.
