17 This matter is before the Court on Proposed Defendant-Intervenor Environmental Health Advocates, Inc.’s (“EHA”) Motion to Intervene. (ECF No. 19.) Plaintiff The Personal Care Products Council (“Plaintiff”) and Defendant Rob Bonta, in his official capacity as California Attorney General (“Defendant”), filed oppositions. (ECF Nos. 21, 22.) EHA filed a reply (ECF No. 26). Also before the Court is Plaintiff’s Motion for a Preliminary Injunction. (ECF No. 27.) Defendant filed an opposition (ECF No. 30), and Plaintiff filed a reply (ECF No. 32). For the reasons set forth below, the Court DENIES EHA’s Motion to Intervene and GRANTS Plaintiff’s Motion for a Preliminary Injunction. /// /// I.
