I. Introduction

17 Plaintiff Setha Keo seeks judicial review of a final decision of the Commissioner of Social 18 Security denying his application for disability insurance benefits pursuant to Title II of the Social 19 Security Act.1

II. Factual and Procedural Background

21 Plaintiff applied for benefits on May 6, 2019 alleging a disability onset date of May 28, 22 2018. The Commissioner denied the applications initially on September 24, 2019, and on 23 reconsideration on December 19, 2019. AR 98, 106. Plaintiff appeared for a hearing before an 24 ALJ on January 5, 2021. AR 31–68. The ALJ issued an unfavorable decision on January 26, 25 2021. AR 12–30.
