16 [ECF No. 1] 17 This Report and Recommendation is submitted to the Honorable Linda Lopez, United States District Judge, pursuant to 28 U.S.C. § 636(b)(1) and Civil Local Rule 72.1(c) of the United States District Court for the Southern District of California. On April 20, 2022, Antonio Muro (“Petitioner”), a state prisoner proceeding pro se, commenced these habeas corpus proceedings pursuant to 28 U.S.C. § 2254 by filing his First Amended Petition for Writ of Habeas Corpus (“Petition.”). (ECF No. 1.) Respondent filed an Answer to Petitioner’s Petition on December 22, 2022, and Petitioner filed a Traverse on April 30, 2023. (See ECF No. 21; ECF No. 27.)
