18 Plaintiff Isaac Mongia proceeds pro se and in forma pauperis in this civil rights action 19 filed under 42 U.S.C. § 1983. (ECF Nos. 3, 13). Plaintiff filed a First Amended Complaint on 20 May 17, 2024, which is now before the Court for screening.1 (ECF No. 13). Plaintiff’s First 21 Amended Complaint generally concerns his arrest for violation of a restraining order. 22 Upon review, the Court concludes that Plaintiff fails to state a claim upon which relief may be granted.
