He brings causes of action against Defendant City of Bakersfield and others under 42 U.S.C. § 1983 and state law, arising out of a traffic stop that occurred on December 31, 2023. (Doc. 1 at 5-27). On November 21, 2024, Defendants removed the action to this Court. See (Doc. 1). Pending before the Court is the parties’ stipulated request to stay the proceedings until the conclusion of a criminal case arising out of the same incident: People v.
