13 Plaintiff GVC St. George LLC seeks to enjoin enforcement of City of Santa Cruz Ordinance 2024-16, which took effect in October. Before the Court is Plaintiff’s Motion for Temporary Restraining Order and Order to Show Cause Why Preliminary Injunction Should Not Issue Pending Trial (“TRO”). ECF No. 13 (“Mot.”). Defendant City of Santa Cruz opposes the motion. ECF No. 20 (“Opp.”). The Court heard oral argument on December 5, 2024. See ECF No. 28. For the following reasons, the Court hereby DENIES Plaintiff’s motion. I. BACKGROUND A.
