I. BACKGROUND

20 On March 23, 2023, Plaintiff, proceeding pro se, initiated this action by filing a 21 Complaint against Defendants City of San Diego,2 County of San Diego, and Alternate 22

Plaintiff filed a Motion for Leave to Proceed In Forma Pauperis, which the Court granted. (See ECF Nos. 2, 5.) On August 11, 2023, the County filed a motion to dismiss. (ECF No. 9.) On February 28, 2024, the Court granted the motion to dismiss and dismissed the Complaint without prejudice. (ECF No. 23 at 21.)
