18 Plaintiff Zachary Grey Hermann is a pretrial detainee proceeding pro se and in forma 19 pauperis in this civil rights action pursuant to 42 U.S.C. section 1983. 20

I. RELEVANT BACKGROUND

21 The Court issued its First Screening Order on November 6, 2024, determining Plaintiff 22 had failed to state a claim upon which relief could be granted. (Doc. 7.) Plaintiff was directed to 23 file an amended complaint within 21 days.
