I. RELEVANT BACKGROUND

21 The Court issued its First Screening Order on November 6, 2024, determining Plaintiff 22 had failed to state a claim upon which relief could be granted. (Doc. 7.) Plaintiff was directed to 23 file an amended complaint within 21 days.
