Background 20 Plaintiff Millard Wayne Baker, Jr. (“Plaintiff”) is a state prisoner proceeding pro se in this 21 civil rights action under 42 U.S.C. § 1983. 22 On December 2, 2024, the Court issued an order directing Plaintiff to submit a completed 23 application to proceed in forma pauperis or pay the $405.00 filing fee to proceed with this action. 24 (ECF No. 3.)
