Background 20 Plaintiff Travis Justin Cuellar (“Plaintiff”) is a county jail inmate proceeding pro se in this 21 civil rights action under 42 U.S.C. § 1983. 22 On December 2, 2024, the Court issued an order directing Plaintiff to submit a completed 23 application to proceed in forma pauperis or pay the $405.00 filing fee to proceed with this action. 24 (ECF No. 3.) The Court expressly warned Plaintiff that failure to comply with the Court’s order 25 would result in dismissal of this action without prejudice. (Id.)
