Memo Vera is a state prisoner proceeding pro se and in forma pauperis with a petition 19 for writ of habeas corpus pursuant to 28 U.S.C. § 2254, asserting he is indigent and “entitle[d] to 20 free copies to further his Appeal.” (Doc. 1 at 3.)
