14 S. SHEPHERD, et al., 15 Defendants. 16 17 Plaintiff is a state prisoner proceeding without an attorney in a civil rights action pursuant 18 to 42 U.S.C. § 1983. This proceeding was referred to the undersigned by Local Rule 302 19 pursuant to 28 U.S.C. § 636(b)(1). 20 Pending before the court are plaintiff’s motions (1) to proceed in forma pauperis, (2) for 21 preliminary injunctions, (3) for appointment of counsel, and (4) for extensions of time. ECF Nos. 22 2, 8-10, 15, 17. For the reasons stated below, plaintiff’s motions for preliminary injunctions, to 23 appoint counsel and for extensions of time are denied, and the undersigned recommends that 24 plaintiff’s motion to proceed in forma pauperis be denied. 25 I.
