For 19 the reasons set forth below, the undersigned recommends the district court dismiss this action 20 without prejudice for Plaintiff’s failure to comply with court orders and prosecute this action. 21 BACKGROUND 22 On November 18, 2024, Plaintiff filed a complaint pursuant to Bivens v.
