BACKGROUND A. The Instant Lawsuit. On October 22, 2024, Louisiana resident Plaintiff Bruce Dwain Copeland (“Plaintiff”) filed a 42 U.S.C. § 1983 complaint against Los Angeles County Superior Court (“LASC”) Judge Theresa Traber and the LASC. (Dkt. 1.) Plaintiff alleges that Judge Traber is presiding over a quiet title action he filed against Amy Pham, LASC case no. 22STCV10036 (the “Pham Quiet Title Action”). (Id. at 2.)
