INTRODUCTION Pursuant to the parties’ settlement agreement, Defendant Environmental Protection Agency (“EPA”) agreed to “use its best efforts to issue a final Insecticide Strategy by January 17, 2025” and further agreed that “in no event shall [EPA] issue [a final Insecticide Strategy] later than March 31, 2025.” Stipulated Settlement Agreement, docket no. 412, Paragraph II.C.1.a.
