I. BACKGROUND AND SUMMARY

19 On March 23, 2023, Plaintiff Keiron Elias, who is in custody, is proceeding 20 pro se, and has been granted leave to proceed without prepayment of filing fees, 21 filed a Civil Rights Complaint (“Complaint”) pursuant to 42 U.S.C. § 1983, along 22 with supporting exhibits. (Docket Nos. 1, 3).1 The Complaint sought damages 23 against multiple Defendants at the California State Prison, Los Angeles County.
