12 13 14 I. INTRODUCTION 15 Now before the Court is Plaintiff W.B.’s1 motion pursuant to Federal Rule of Civil 16 Procedure 65(b) for a temporary restraining order (“TRO”). Defendants are Kristi Noem, in her 17 official capacity as the Secretary of the U.S. Department of Homeland Security (“DHS”) and Todd 18 M. Lyons, in his official capacity as the Acting Director of Immigration and Customs 19 Enforcement (“ICE”) (collectively, “the Government”). Plaintiff asks the Court to temporarily 20 enjoin Defendants from taking any enforcement action against her arising directly or indirectly 21 from the termination of Plaintiff’s Student and Exchange Visitor Information Systems (“SEVIS”) 22 records. 23 There are at least five other cases that have been filed in…
