On October 7, 2024, the court granted plaintiff’s applications to proceed in forma 19 pauperis and screened plaintiff’s original complaint. ECF No. 23. Pending before the court are 20 screening of the first amended complaint (“FAC”), plaintiff’s motion to appoint counsel, and 21 plaintiff’s request for subpoenas. ECF Nos. 29, 30. 22 I. Statutory Screening of Prisoner Complaints 23 A. Legal Standards 24 The court is required to screen complaints brought by prisoners seeking relief against “a 25 governmental entity or officer or employee of a governmental entity.” 28 U.S.C. § 1915A(a).
