19 20 I. INTRODUCTION 21 Pending before the Court is a motion to dismiss filed by defendants Sacramento 22 County and Santiago James Garcia, which is fully briefed. (ECF Nos. 7, 8, 10.) Also 23 pending are plaintiff Ted Arthur King’s motions for a preliminary injunction and for 24 electronic filing. (ECF Nos. 13, 16.)
