16 17 Plaintiff Donald Roots is proceeding pro se in this civil action. This matter was referred to 18 a United States Magistrate Judge pursuant to 28 U.S.C. § 636(b)(1)(B) and Local Rule 302. 19 On March 6, 2025, Plaintiff filed a motion requesting the court “expedite” an order 20 granting preliminary injunctive relief as requested in his complaint, which the court construes as a 21 motion for a preliminary injunction. (Doc. No. 19.) In his complaint, Plaintiff requests the court 22 provide injunctive relief in a criminal case in state court and that his “record shall be restored with 23 restraining Order[s] placed on each defendant, arresting them for the purpose of a trial by 24 FACTS.” (Doc.
