20 21 Before the Court is a motion to proceed by pseudonym, for a protective order, and 22 for a temporary restraining order (“TRO”) filed by Plaintiff Doe. ECF No. 3. Plaintiff 23 moves for a TRO enjoining the termination of his Student and Exchange Visitor 24 Information System (“SEVIS”) record maintained by Immigration and Customs 25 Enforcement (“ICE”).
