13 CALIFORNIA HIGHWAY PATROL, et al., 14 Defendants. 15 16 17 Plaintiff is proceeding pro se in this matter and filed a motion for a temporary restraining 18 order (“TRO”), ECF No. 2, which the District Judge referred to the undersigned for issuance of 19 findings and recommendations. ECF No. 5. Plaintiff alleges that California Highway Patrol 20 (“CHP”) Officer Brett Wade stopped him for driving a vehicle without license plates and then 21 impounded said vehicle. Plaintiff argues that the stop and impoundment violate his constitutional 22 right to travel and his Fourth Amendment right to be secure against unreasonable seizures.
