17 Pending before the Court are Plaintiff Mukhamediev’s motion for leave to proceed in forma pauperis (“IFP”), (IFP Motion, ECF No. 2), and petition for a writ of habeas corpus under 28 U.S.C. § 2241. (Petition, ECF No. 1). For the following reasons, Plantiff’s IFP Motion is granted and his petition for a writ of habeas corpus is dismissed with leave to amend. I.
