Fritz is a state prisoner proceeding pro se with a petition for writ of 19 habeas corpus pursuant to 28 U.S.C. § 2254. The matter was referred to a United States 20 Magistrate Judge pursuant to 28 U.S.C. § 636(b)(1)(B) and Local Rule 302. 21 On November 13, 2024, the assigned magistrate judge issued findings and 22 recommendations recommending that petitioner’s federal habeas petition be summarily dismissed 23 based on a lack of jurisdiction.
