On April 17, 2025, plaintiff filed a letter stating he wishes to “initiate a junction of a Supreme Court Justice System, of a federal court system,” and wants to show all videos of all officers of the Sheriff’s Department. (ECF No. 1 at 1.) As discussed below, plaintiff’s filing is insufficient to constitute a civil rights complaint pursuant to 42 U.S.C. § 1983, or a motion for injunctive relief. In addition, plaintiff failed to file an application to proceed in forma pauperis, or pay the court’s filing fee.
