16 This matter came before the court on March 3, 2025 for a hearing on plaintiff’s motion for preliminary injunction filed on November 20, 2024 (Doc. No. 19) and the motion to dismiss plaintiff’s complaint filed on behalf of defendants Gavin C. Newsom and Rob Bonta (collectively, “the State defendants”) on December 20, 2024 (Doc. No. 24). (Doc.
