Background In September 2022, petitioner, a Hong Kong company, entered into a contract with LB Accessories LLC under which petitioner agreed to purchase a portion of LB Accessories’ future receivables in exchange for a percentage of its monthly deposits, with payments secured by irrevocable letters of instructions to banks and payment processors.
