15 Edward Torres (Plaintiff) is proceeding pro se and in forma pauperis in this civil rights action filed pursuant to 42 U.S.C. § 1983. Plaintiff’s complaint arises from events that took place in March and April of 2019 while he was confined at the Madera County Jail. (ECF No. 1).
