Attorney Christine Raymond appeared on behalf 19 of Petitioner. Assistant United States Attorney Michelle Rodriguez appeared on behalf of 20 Respondents. For the reasons explained below, Petitioner’s motion for temporary restraining 21 order will be denied. 22 BACKGROUND 23 Petitioner is a refugee from Vietnam who entered the United States in 1987, around the 24 age of fourteen. (Doc. No. 1 at ¶ 27.)
