For the reasons explained below, Petitioner’s motion for temporary restraining 21 order will be denied. 22 BACKGROUND 23 Petitioner is a refugee from Vietnam who entered the United States in 1987, around the 24 age of fourteen. (Doc. No. 1 at ¶ 27.)
