No. 2) 15 Respondents. 16 17 Petitioner Phong Phan filed a petition for writ of habeas corpus under 28 U.S.C. § 2241, 18 alleging that he is unlawfully detained by Immigration and Customs Enforcement (“ICE”), a 19 component of the Department of Homeland Security (“DHS”). (Doc. No. 1.) On June 23, 2025, 20 Petitioner filed a motion for temporary restraining order and motion for preliminary injunction. 21 (Doc. No. 2.) On June 30, 2025, a hearing was held on Petitioner’s motion for temporary 22 restraining order. (Doc. No. 13.) Attorney Christine Raymond appeared on behalf of Petitioner. 23 Assistant United States Attorney Michelle Rodriguez appeared on behalf of Respondents.
