I. INTRODUCTION
21 Plaintiff Sean S. seeks judicial review of Defendant Commissioner of Social 22 Security’s denial of his application for disability benefits.1 Dkt. No. 14. The Commissioner 23 opposed, and Plaintiff replied. Dkt. Nos. 18, 21. 24 25 26

II. PROCEDURAL BACKGROUND
4 Plaintiff applied for Title II disability insurance benefits alleging disability 5 beginning January 3, 2019. AR 24; Dkt. No. 14 at 4.2 The Social Security Administration 6 denied Plaintiff’s application initially and on reconsideration. AR 123, 141. Plaintiff 7 requested and received an Administrative Law Judge (“ALJ”) hearing, after which the ALJ 8 issued a written decision finding Plaintiff not disabled. AR 21–33. The Appeals Council 9 denied Plaintiff’s request for review (AR 7–13), and this case followed. 10
