12 13 Before the Court is Plaintiff Peyman Roshan’s motion for an indicative ruling regarding 14 relief from a judgment or order. ECF No. 229. The Court will deny the motion. 15 I. BACKGROUND 16 Because the facts are well-known to the parties and the Court has summarized Roshan’s 17 allegations in detail in its prior orders, ECF Nos. 56, 139, the Court will not repeat them in full 18 here. In sum, this closed case involves an action by Roshan, a California lawyer, challenging both 19 the State Bar Rules of Procedure and the internal rules and policies of the State Bar as 20 unconstitutional under the First and Fourteenth Amendments, among other claims.
