Nos. 2, 3) and Plaintiffs’ motion for a temporary restraining order 20 (Doc. No. 4, “Motion”). Plaintiffs’ complaint (Doc. No. 1), applications to proceed IFP, and 21 Motion were filed on July 1, 2025. For the reasons stated below, the undersigned recommends 22 that Plaintiffs’ applications to proceed IFP and Motion be denied. 23 I. IFP 24 A.
