For the reasons below, that motion 12 is denied, and the complaint is dismissed without prejudice. 13 DISCUSSION 14 Parties instituting most civil actions in federal court must prepay $405 in fees, 15 including a $350 filing fee and a $55 administrative fee. See 28 U.S.C. § 1914(a); Judicial 16 Conference Schedule of Fees, District Court Misc. Fee Schedule, § 14 (eff.
