He 19 also contends that the County of Kern and local law enforcement agencies “keep violating [his] 20 online privacy[.]” (Doc 1 at 9.) 21 On May 20, 2025, the assigned magistrate entered the first screening order finding that 22 Plaintiff’s complaint is frivolous and fails to state any cognizable claim against Defendant.
