Grimes 18 (“Plaintiff”), a detainee at Larry D. Smith Correctional Facility, located in 19 Banning, California, proceeding pro se and seeking leave to proceed in forma 20 paupers (“IFP”) (Dkt. 2), a civil complaint, purportedly on his own behalf and 21 on behalf of three persons, that appears to assert several claims against several 22 defendants, the precise nature of which are unclear.
