15 Respondent. 16 17 18 On October 1, 2025, Petitioner Darwin-Alexander Moran, an immigration detainee 19 housed at the Imperial Regional Detention Facility and proceeding pro se, filed a Petition 20 for Writ of Habeas Corpus pursuant to 28 U.S.C. § 2241 in the Northern District of 21 California. (ECF No. 1.) After providing notice to Petitioner that he had not paid the filing 22 fee nor requested to proceed in forma pauperis (see ECF No. 2), on October 2, 2025, the 23 Northern District ordered the case transferred here because the Imperial Regional 24 Detention Facility lies in this district. (See ECF No. 3 at 1, citing 28 U.S.C. §§ 84(d), 25 1404(a), 2241(a); Doe v. Garland, 109 F.4th 1188 (9th Cir. 2024).)
