11 While Plaintiff Brud Rossmann was incarcerated at the Maryland Reception, Diagnostic 12 and Classification Center, he filed the instant pro se action alleging various wrongdoing by doctors 13 S. Faroughi and Omar Smith of Washington, DC, and Judge David Albouby of Baltimore, MD, in 14 connection with plaintiff’s criminal prosecution in Maryland state court. Plaintiff also moves for 15 leave to proceed in forma pauperis (IFP) under 28 U.S.C. § 1915 (ECF No. 5) which, based solely 16 on his affidavit of poverty, is granted. 17 Venue is proper in a judicial district in which: (1) any defendant resides, if all defendants 18 are residents of the state in which the district is located; (2) a substantial part of the events or 19 omissions giving rise to the claim occurred, or a substantial part of property that is the subject of 20 …
