INTRODUCTION 13 Plaintiff Ruben A. moves for summary judgment to reverse the decision of the 14 Commissioner of Social Security, denying his claim for disability benefits under the Social 15 Security Act, 42 U.S.C. § 401 et seq. ECF No. 10. Defendant cross-moves to affirm. ECF No. 16 15. Pursuant to Civil Local Rule 16-5, the matter is submitted without oral argument. For the 17 reasons stated below, the Court DENIES Plaintiff’s motion and GRANTS Defendant’s cross- 18 motion.2 19 II.
