BACKGROUND

The family’s current dependency case stems from a May 2024 incident in which mother reportedly struck the children’s seven-year-old half sibling J.S. with a hanger. Mother has an extensive child welfare history, largely involving substance abuse and domestic violence. In 2013, her parental rights over two other half siblings were terminated. In February 2016, she lost her parental rights over another half sibling. And, in October 2016, she lost her parental rights over a fourth half sibling. In August 2020, L.L. was declared a dependent child based on sustained allegations that father had been charged with human trafficking of a minor (Pen. Code, § 236.1, subd. (c)); father had a history of domestic violence against mother; and father had a history of mental and emotional disorders that rendered him incapable of providing regular care for the child. In February 2021, the juvenile court ordered L.L. placed with mother on the condition that she obtain a restraining order against father.
