10 11 Darnell J. Taylor (“Petitioner”) has filed a pro se petition for a writ of habeas corpus. 12 Petitioner has also requested leave to proceed in forma pauperis. Dkt. Nos. 2, 4. 13 DISCUSSION 14 STANDARD OF REVIEW 15 The Court may consider a petition for writ of habeas corpus filed by a person in custody 16 only on the ground that the custody violates the Constitution or laws or treaties of the United 17 States. 28 U.S.C. § 2241(c)(3); 28 U.S.C. § 2254(a) (custody pursuant to state court judgment). 18 Habeas corpus petitions must meet heightened pleading requirements. McFarland v. Scott, 512 19 U.S. 849, 856 (1994).
