19 20 I. INTRODUCTION 21 Petitioner Stephen Charles Sanders (“Sanders” or “Petitioner”) is proceeding pro se 22 with a Petition for Writ of Habeas Corpus pursuant to 28 U.S.C. § 2254. ECF No. 1. Before 23 the Court is Respondent’s Motion to Dismiss the Petition. ECF No. 8.
