14 RICK HILL, 15 Respondent. 16 17 I. INTRODUCTION 18 Petitioner is a state prisoner, proceeding without counsel, with a petition for writ of habeas 19 corpus pursuant to 28 U.S.C. § 2254. On July 18, 2025, this Court ordered petitioner to show 20 cause why this action should not be dismissed for failure to state a cognizable claim for relief. 21 (ECF No. 7.) On July 31, 2025, petitioner filed a response to the order filed July 18, 2025. (ECF 22 No. 8.) 23 Rule 4 of the Federal Rules Governing Section 2254 Cases provides for summary 24 dismissal of a habeas petition “[i]f it plainly appears from the face of the petition and any exhibits 25 annexed to it that the petitioner is not entitled to relief in the district court.” For the following 26 reasons, this Court recommends that this action be dismissed because it is clear that petitioner is 27 not…
