The order filed on October 24, 2025 is amended by (1) inserting, in a new line above “PER CURIAM” at the beginning of the order, the following: “Before: Ryan D. Nelson, Daniel P. Collins, and Lawrence VanDyke, Circuit Judges.” and (2) deleting the double-asterisked footnote following “PER CURIAM”. An amended version of the October 24, 2025 order, reflecting these changes, accompanies this order.
