12 Petitioner Enil Jabib Claros is a non-citizen from Honduras who has lived in the United States for the past six years on supervised release. After Mr. Claros appeared for a reasonable fear interview, he was detained by ICE agents. Mr. Claros filed a petition for writ of habeas corpus and a motion for temporary restraining order. Dkt. Nos. 1 & 5. On November 5, 2025, the Court granted Mr. Claros’ Motion for a Temporary Restraining Order. Dkt. No. 9. Mr. Claros now asks this Court to convert its TRO into a preliminary injunction.
