The Court has read and considered the Motion and 21 concluded that it is suitable for decision without oral argument. See Fed. R. Civ. P. 78(b); 22 C.D. Cal. L.R. 7-15. Having considered the parties’ submissions, the relevant law, and the 23 record in this case, the Court GRANTS the Motion. 24 I.
