INTRODUCTION Plaintiff Christian Alcala brings this civil rights action against Defendants, the 19 City of Garden Grove (“City”) and Garden Grove Police Department Officers Andrew 20 Archuleta, Jose Amaya, Cody Britton, Joey Garcia, and Michael Kovacs (collectively, 21 “Officers”), alleging violations of Alcala’s rights under the United States Constitution 22 and California law.
