20 Before the Court are Defendants’ requests for judicial notice, ECF Nos. 17-1, 22-1, 21 and Defendants’ motion to dismiss Plaintiff’s complaint, ECF No. 17. The motion to 22 dismiss has been fully briefed. ECF Nos. 20, 22. On October 31, 2025, the Court held a 23 hearing on this matter. ECF No. 25. At the conclusion of the hearing, the Court granted 24 Plaintiff leave to file a sur-reply, which was filed on November 7, 2025.
